Last June, a procurement colleague sent me a quote for a bulk bottle sterilizer and dryer. “This one's almost half the price,” he said. “Can you sign off by Friday?” I didn't laugh, but I wanted to. In my line of work, a low unit price isn't the end of the conversation. It's usually the beginning.

  1. Ask for the test report behind the claim. If the manufacturer says “UV-C kills 99.9% of germs,” it needs evidence. Per FTC guidelines (ftc.gov), claims should be substantiated. I want a third-party lab report, not an in-house test with no sample size.
  2. Check the drying path. A dryer that blows air through the same chamber where wet bottles sit can spread contamination if the air isn't filtered. Ask about the filter and how often it needs replacing.
  3. Clarify the private label terms. In a sterilizer private label program, the brand owner still has responsibilities. Who is the manufacturer of record? Who writes the user manual? Who handles a customer complaint in month nine? If the answer is “we'll figure that out later,” that's a risk.
  4. Ask about spare parts and service access. A bulk unit isn't a home device. It runs all day. Lamps, fans, gaskets, and filters wear out. A quote that doesn't include replacement part pricing is a quote I don't trust.
  5. Calculate total cost of ownership. Unit price is the smallest line item on the page.

To be clear, I don't mean every expensive quote is good. I do not mean that. But I've learned to ask what else is included before comparing prices.

The TCO Calculation That Changed the Decision

The turning point in this evaluation came when I put Vendor A and Vendor B side by side. Vendor A's $2,850 quote didn't include installation, commissioning, calibration, or validation paperwork. Adding those brought the first-year cost to $4,350. Vendor B's $3,950 quote included installation, two training sessions, and a 2-year warranty. First-year cost: $3,950.

The surprise wasn't the price gap. It was how much hidden value came with the higher quote—validation documentation, a spare parts list, and a service contact who actually answered a follow-up question within 24 hours. In a hospital feeding room, that last one matters more than it sounds.

TCO = unit price + installation + validation + training + consumables + replacement parts + downtime + documentation + compliance risk.

That formula is not original. But I've seen it work again and again. In Q1 2024, we rejected 9% of first deliveries across one product category because documentation didn't match the approved spec. The vendor said the changes were “cosmetic.” They weren't. One missing lot code on a label may not sound serious, but if you can't trace a product, you can't recall it. The same thinking applies to a low-cost sterilizer with no validation report.

In medical settings, sterilization claims are regulated. Under FDA's Quality System Regulation (21 CFR 820), sterilization processes for medical devices must be validated, and manufacturers should keep records to prove it. Even if your application isn't a medical device, using that standard as a floor will save you from a seller who just assembled a UV-C bulb and a cheap fan.

What did we buy? We didn't buy the cheapest unit. Actually, we didn't buy the most complete one either. We bought the $3,150 model from Vendor C, but only after they agreed in writing to provide installation/operational qualification-style documentation, a 2-year spare parts commitment, and a signed warranty on the drying fan. The extra paperwork added about $200 per unit. It was the best $200 in the entire project.

Over a three-year contract, that unit's TCO was about 18% lower than Vendor A's. The numbers are rough—anyone who tells you exact TCO savings is making it up—but the direction was clear. The cheaper machine required more site visits, more downtime, and more replacement parts. The slightly more expensive machine kept running.

What I'd Tell a Buyer in the Same Position

If you're trying to figure out how to evaluate UV sterilizer manufacturers, start with the questions above. Then add one more: who are you going to call at 4:00 pm on a Friday when the unit stops drying? If the answer is a call center with no records, you haven't bought a sterilizer. You've bought a test of your own patience.

I don't miss the days when I compared quotes by unit price. I wish I had tracked TCO more carefully from the start. What I can say anecdotally is that the lowest quote has rarely won once I added up the extras. Actually, that's not quite true—one time it did. That one time was because the vendor had a standard spec that happened to match ours exactly. Most aren't that lucky.
